Project Area:
Route 13 at Tower Hill Road intersection, extending west to include improvements on Tower Hill Road. At the Tower Hill Road and Farmington Road intersection, improvements will be made. Work extends north along Farmington Road, into the Town of Harrington, ending at Five Points.
Project Need
This project is designed to establish a truck route which would essentially re-route truck traffic around the Town of Harrington and effectively remove it from the historic district of town.
The citizens of Harrington, along with legislators and representatives from the Town have worked hard over the past several years to see this project to fruition. Unfortunately, budget constraints placed a delay on the work. With the assistance of U.S. Senator Thomas R. Carper, federal funds were earmarked to allow this project to become a reality.
Project Overview
The project is separated into four phases.
- Phase I:
Location: Route 13 Work to be completed: Median work in both the northbound and southbound lanes of Route 13. Turn lanes/acceleration lanes at the intersection of Route 13 and Tower Hill Road. Additional work on Route 13 involves upgrades to the intersections at Route 13 and Route 14, in addition to work at Route 13 and Messick Road in Harrington. The work on Route 13 may take place simultaneously at each location.
- Phase II:
Location: Tower Hill Road Work to be completed: Widening of Tower Hill Road to two, 12-foot travel lanes, with 10-foot shoulders. Tower Hill Road will be closed with established detour routes during this time.
- Phase III:
Location: Farmington Road, between Tower Hill Road and Fairgrounds Road Work to be completed: Widening of Farmington Road to two, 12-foot travel lanes, with 10-foot shoulders. This specific section of Farmington Road will be closed with established detour routes.
- Phase IV:
Location: Farmington Road (South West Street), between Fairground Road and Five-Points Work to be completed: Continuation of the widening of Farmington Road.
Areas to Note:
- As part of this project, DelDOT performed intersection improvements at the intersection of Commerce and Clark Street during the summer of 2005.
- Norfolk Southern Railroad is currently making improvements at the railway crossing on Tower Hill Road.
- Utility companies (Verizon, Delmarva Power) are currently in the area performing preparation work for construction.
- The project is expected to extend 607 calendar days, with restrictions on work during Fair Week

Current Construction Schedule Utility work is currently underway to prepare for upcoming construction work. Construction work will begin with Phase I, on Route 13 at Tower Hill Road, in Harrington, with simultaneous work on Route 13, at the intersection of Rt. 14 and the location of Route 13 and Messick Road.
Contractor and Cost Bramble Construction is the contractor, with a winning bid of $5,506,329.35. The total cost of the project is $8,442,388.64, which will utilize both State and Federal Funding.
